EU LIFE 2026: The strategic lever for green innovation in Europe

With the transition to a climate-neutral economy, the EU’s LIFE funding programme is becoming increasingly important from a strategic perspective. As the only EU instrument entirely dedicated to environmental, climate and energy issues, it drives forward the green transition and supports the implementation of the European Green Deal.

Imagine this: an idea relating to climate action or nature conservation receives EU support, gains visibility across Europe and sets concrete changes in motion. This is precisely what the LIFE Programme 2026 aims to achieve – with a clear focus on projects that have a high impact and make a measurable contribution to European environmental and climate policy.

LIFE Programme: Driving a sustainable future

Since 1992, the LIFE programme has been providing significant impetus for the environment, nature and climate protection in Europe. With a budget of €5.4 billion for the 2021–2027 funding period, it supports projects that drive the transition to a sustainable, resource-efficient and climate-neutral economy.


LIFE brings together key themes such as biodiversity, the circular economy, quality of life, climate action and the clean energy transition into a coherent funding approach. This thematic breadth makes the programme equally relevant for businesses, local authorities and research institutions.
The strategic focus demonstrates how LIFE contributes to the implementation of key EU policy objectives – from the European Green Deal and the Biodiversity Strategy 2030 to climate neutrality by 2050.
In 2026, LIFE will once again offer significant opportunities: with a funding envelope of over 600 million euros, the programme supports forward-looking projects for the environment, climate and sustainability, thereby making a significant contribution to Europe’s green transition.

Structure of the LIFE programme: four sub-programmes for Europe’s green transition

Objective

NAT is committed to the protection, conservation and restoration of nature in the EU, with the aim of halting and reversing the decline in biodiversity.

ENV supports projects that protect the environment, improve quality of life and drive the transition to a sustainable, resource-efficient and climate-resilient economy.

Promoting EU climate policy to support a sustainable, fair, energy-efficient, climate-neutral and resilient economy.

Removing market and policy barriers to climate neutrality; promoting energy efficiency and renewable energy technologies.

LIFE projects under this sub-programme test innovative technologies and methods in real-world settings outside the laboratory. The programme covers a wide range of environmental topics, including the circular economy and waste, air, water, soil, noise, chemicals, the European Bauhaus initiative and environmental governance.

CLIMA supports the development, testing and implementation of innovative approaches to delivering the EU Green Deal. The focus is on practical solutions, best practices and new methods that strengthen climate action and climate adaptation in policy-making, public administration and society. 

LIFE-CET funds projects (top-down approach) with clearly defined topics, including:

  • Raising awareness of energy efficiency and renewables
  • Developing new business models and best practices
    Mobilising private investment
  • Raising awareness among relevant stakeholders
  • Preparing major investment projects (LIFE PDA) through technical, organisational and financial support to develop bankable projects

Which projects are funded by LIFE?

Nature and biodiversity (NAT)
  • SAPs – Standard Action Projects: maximum funding period of 10 years: These represent the traditional LIFE projects, aimed, for example, at developing, demonstrating and promoting innovative techniques, methods and approaches. The general funding rate for SAPs is 60%. A 67% funding rate applies to projects involving priority habitats or species, and 75% for projects involving exclusively priority habitats or species as defined by the European Red List or the IUCN Red List.
  • SNAPs – Strategic Nature Conservation Projects: max. 14-year funding period: This measure is only available under the ‘Nature Conservation and Biodiversity’ sub-programme. It supports the achievement of the Union’s objectives in the fields of nature and biodiversity through the implementation of coherent action programmes in the Member States, by embedding these objectives in other measures and funding instruments. The funding rate is 60%.
  • TA-PPs – Projects to prepare a SIP or SNAP, max. 5-year funding period: This measure supports other projects in the preparation of SAPs, SNAPs or SIPs, or contributes to capacity building within Member State authorities, for example to improve applications. The funding rate for TA-PPs (i.e. the preparation of SNAPs and SIPs) is 60%, but capped at €70,000.
Circular economy and quality of life (ENV)
  • SAPs – Standard Action Projects 
  • SIPs – Strategic Integrated Projects (maximum funding period of 14 years): SIPs are designed to facilitate the large-scale implementation of environmental or climate strategies at regional to transnational level. They mobilise key stakeholders, resources and political synergies to enable the comprehensive, long-term implementation of existing plans. The funding rate is 60%.
  • TA-PPs – Projects to prepare an SIP or SNAP

Clean energy transition  (CET) Coordination and Support Actions (CSAs): CSAs support measures such as capacity building, knowledge dissemination, policy advice, digitalisation, the development of new business models and investment planning. 

 

Other measures – maximum funding period of 10 years:  These include various projects, such as coordination and support actions (CSAs) for the transition to renewable energy and greater energy efficiency, or projects that contribute to the objectives and implementation of the EU Action Plan for the Circular Economy. The funding rate is a maximum of 95%.

Operating grants for NGOs – max. 3-year funding period: Operating and administrative costs for a maximum of 30 to 40 non-profit organisations, known as NGOs, can be supported per funding period. The funding rate is 70%.

LIFE projects addressing current legislative and political priorities – Estimated project duration: approx. 36 months

The European Commission uses LIFE-PLP to specifically advance legislative and political environmental and climate issues. The topics are determined on an ad hoc basis with the Member States, and calls for proposals are issued on a needs-based basis – without a fixed timetable – to address precisely defined issues. PLP calls for proposals are included in all LIFE sub-programmes. Maximum funding rate: 90%

 

Who can apply?

You are eligible to submit an application under the LIFE Programme if you:

  • are a public or private organisation registered in the EU or in an overseas country or territory associated with it;
  • are an entity from a third country associated with the LIFE Programme; or 
  • are an organisation established under Union law or an international organisation. 

Natural persons are not eligible to apply.

Organisations based in a third country not associated with the LIFE Programme may, in exceptional cases, be eligible to participate if this is necessary to achieve the objectives of a specific action, in order to ensure the effectiveness of the actions carried out in the Union. However, such organisations shall, in principle, bear the costs of their participation.

The application process for the LIFE programme: How do I apply?

The application process for the LIFE Programme is demanding and should not be underestimated. Applications must be submitted exclusively online via the European Commission’s Funding & Tenders Opportunities Portal.

 

Focus on LIFE SAP projects 2026:


The Standard Action Projects (SAPs) under the EU LIFE Programme support practical environmental and climate protection innovations that have a direct impact in the field. Funding is provided for projects that:

  • demonstrate innovative or significantly improved technologies
  • implement pilot or demonstration plants in real-world operations
  • take the first steps towards scaling up for market readiness
  • achieve measurable environmental and climate impacts
  • develop solutions that are transferable and can be applied across Europe

     

    The focus is clearly on implementation rather than research: LIFE SAP supports projects on their journey from TRL 5/6 to TRL 7/8 – from functional prototypes to near-market demonstrations.
