Competition for European funding is fierce. Nowadays, anyone trying to submit a successful project application and set up a large-scale project, either individually or as part of a multinational group, often consults a funding advisory service to help with the application process. Especially in the field of European innovation funding, which is mainly implemented by the European Innovation Council (EIC) and the three funding instruments EIC Pathfinder, EIC Transition and EIC Accelerator, the market for funding consultancy companies in the EU is growing steadily.

The EIC Board, in cooperation and consultation with relevant stakeholders, has therefore developed a Code of Conduct for Funding Consultants to provide applicants, and thus clients, with more transparency and certainty in their cooperation.

EIC applicants often lack the time, know-how and experience to hire a grant advisor for the application and, if successful, for the implementation of the project. The EIC is therefore committed to promoting transparency and a professional and ethical approach to innovation consultancy.

The draft Code of Conduct for Funding Guidance contains the following elements

  • Guidance on the knowledge, experience and competence of funding advisers.
  • Ethical principles for the provision of advice
  • Transparency (business model)
  • Confidentiality (handling of client data)
  • Guarantee of high-quality work

The EIC Board therefore proposes the adoption of a voluntary Code of Conduct for European Funding Consultants. This Code sets out a minimum set of rules to which individual or corporate consultants must commit themselves vis-à-vis their clients.

The draft EIC is available here. You now have the opportunity to provide feedback to the EIC on the draft Code of Conduct. This can be done simply by sending an email to RTD-COC-EIC-BOARD@ec.europa.eu by 22 September 2023.

As a well-established and recognised funding consultancy, we strongly support the Code of Conduct proposed by the EIC Board. The principles and guidelines already shape the way we work with our clients.
