The African continent offers high-growth markets that offer different opportunities depending on the country. However, the continent is diverse and its markets are complex. Good preparation is therefore important in order to achieve sustainable success in your target market. This is precisely where the ‘Consultancy Vouchers Africa’ funding programme comes in.

The funding programme at a glance

The Federal Ministry for Economic Affairs and Climate Protection (Bundesministerium für Wirtschaft und Klimaschutz, BMWK) is supporting the market entry of German SMEs with tailored advice as part of the ‘Consultancy Vouchers Africa’ (Beratungsgutscheine Afrika) funding programme. The vouchers offer German SMEs the opportunity to receive financial support for consultancy services that are necessary for market entry and expansion in African countries. They are valid for every target country on the African continent. They cover up to 85% of the consultancy costs, which represents a considerable financial relief for companies.

Which companies are eligible for funding?

The BMWK funding programme ‘Consultancy Vouchers Africa’ is aimed at small and medium-sized commercial enterprises, including the skilled trades, that
  • employ up to 500 employees,
  • achieve an annual turnover of up to 100 million euros and
  • have a permanent establishment or branch in Germany.

Eligible consultancy services in detail

Funding is available for external consulting services provided by listed consulting companies. The funding is individually tailored to the respective project and can include legal, country or industry-specific issues as well as considerations regarding marketability, financing, distribution channels or profitability. The subsidised consulting services are ultimately intended to help prepare and implement economic projects in African target markets.

The consulting services can be used for the following topics:
  • Legal framework conditions
  • Customs and import regulations
  • Market analyses and market research
  • Logistics and transport
  • Financing and financing negotiations
  • Business case calculations
  • Arranging business partners and local contacts
  • Establishment of branch offices
  • Development of sales structures
  • Certifications and standards

How much funding is available

Funding is provided for 85% of the eligible expenditure for consultancy services. In one calendar year, a company can make use of a maximum of three consulting vouchers totalling a maximum of 16,524 euros (max. 15 consulting days per consulting voucher). The maximum annual amount that can be paid out is therefore 49,572 euros.

Depending on the counselling request, expenditure up to a maximum total of 1,296 euros net is eligible for funding for one counselling day. The maximum daily rates eligible for funding depend on the respective counselling topics. These are divided into the following three categories:
  1. Up to 864 euros net: market analysis, market research, business partners and local contacts, customs/import regulations, logistics and transport
  2. Up to 1,080 euros net: Business case calculation, certifications and standards, setting up a sales structure
  3. Up to 1,296 euros net: financing, financing negotiations, setting up a branch, legal framework.
