A technology works in the laboratory, the first demonstrator delivers convincing results – yet crucial development steps are often still required before it can become a market-ready product. This is precisely where the planned Tech-to-Product funding guideline of the Federal Ministry for Digital and State Modernisation (BMDS) aims to take effect. The programme is expected to primarily target start-ups and small and medium-sized enterprises (SMEs) seeking to further develop digital technologies from proof of concept through to technological market maturity. The publication of the funding guideline and the first call for proposals is currently planned for the second half of 2026.
Tech-to-Product is intended to bridge the gap between successful research and economic application. This critical phase is often referred to as the “Valley of Death”: a technology has already demonstrated its basic functionality but is not yet mature enough for widespread deployment or successful commercialisation.

A key feature of the planned funding programme is its focus on advanced technology readiness levels. The programme is expected to support innovations at Technology Readiness Levels (TRL) 4 to 8. The internationally established TRL scale describes the maturity of a technology on a scale from 1 to 9 – ranging from basic research through to market-ready applications.
The programme therefore focuses on technologies for which technical feasibility has already been demonstrated and which are now to be further developed towards demonstration under realistic conditions and preparation for market entry.
